Glacial is like putting a box around your build since FQC was removed and u don't get ghosts (basically if you know without a doubt u will buy GLP or Gunblade then sure) and i don't find the slow to be worth the dmg reduction from inspiration. I spent a while playing around with the inspiration tree (due to boots and stopwatch being super powerful) and in my testing i have found that Klepto is good if you are playing against someone tanky (usually top) and u can trade often with low risk of a bunch of dmg.
